Location and compliance are not the same
Personal data protection is not only a question of storage geography. Processing purposes, legal grounds, permissions, retention and handling data subject requests matter. An application hosted in Turkey can still carry risks from inappropriate access or unnecessary data collection. 'Local server equals full compliance' is therefore not a sound assessment method.
Document responsibilities
Controller and processor roles depend on actual activities. Clarify which operations the provider performs under instructions, which subprocessors it uses and how access is recorded. Notices, legal grounds and retention decisions cannot simply be delegated to a hosting provider. Contractual roles must match the application's actual data flows.
Review international connections
CDNs, email, analytics, error tracking or support tools may process data abroad. Assess remote administration from abroad based on actual circumstances. Use the current KVKK transfer framework and determine the appropriate mechanism with legal advisers. Hosting the main server in Turkey does not automatically remove other transfer paths.
Evidence to request from engineering
Document data locations, access models, encryption, log retention and deletion procedures concretely. Include how backups interact with deletion requests and how incidents are reported. An F2Cloud discussion can clarify the technical scope of these questions; this guide is not legal advice or a compliance certificate. Consult current Authority sources and qualified advisers.
Pre-decision checklist
- Inventory data flows and subprocessors.
- Clarify roles and instructions in contracts.
- Coordinate technical and legal reviews.
